Student Contribution Fee Reimbursement - 2011/12

With the ever increasing cost of living and the competition for new labour within the broader economy, Construction Skills Queensland will continue to contribute to the cost of training for apprentices and trainees in the Queensland building and construction industry. The Student Contribution Fee program, formerly known as Tuition Fee Reimbursement, will reimburse employers for the cost of tuition fees currently paid by the Employers/Group Training Organisations to Registered Training Organisations or TAFE's. When apprentices or trainees successfully complete the units of competence for the training required in their chosen eligible qualification employers can claim by submitting the Statement of Attainment/Certificate of completion along with the invoice and receipt.

Eligibility

Payment Eligibility

  • Reimbursements are only available to Employers or Group Training Organisations who pay for their apprentice/trainee’s Student Contribution Fee.
  • To be eligible for reimbursement, the employer must either:
    • Pay the Student Contribution Fee upfront, or
    • Reimburse the apprentice/trainee where the apprentice/trainee has already paid the fee, submitting a declaration to this effect (signed by both parties) as per the relevant form here.
  • Training must be completed before a reimbursement may be claimed
  • Student Contribution Fees for training that is not successfully completed will not be reimbursed
  • The apprentice/trainee must be enrolled in an eligible qualification as defined below at the time of payment.
  • Payment must be made (and receipt dated) after 1 July 2011 and before 30 June 2012 to be eligible under this initiative for the 2011-12 financial year.
  • Training must be completed and a reimbursement claim made by 31 December 2012 to be eligible under this initiative for the 2011-12 financial year.

 

Student Eligibility

Eligible students must:

  • be an apprentice or trainee in the Queensland building and construction industry
  • and be registered with the Department of Education and Training (DET) under a Training Contract
  • not be an employee of a Local, State or Commonwealth Government body
  • be currently enrolled in a qualification nominated by Construction Skills Queensland
  • in the Queensland building and construction industry
  • not be eligible for reimbursement through other sources such as the Commonwealth Government.

Applicants must meet Construction Skills Queensland’s Australian and Queensland residency criteria:

  • be an Australian or New Zealand citizen, OR
  • have permanent Australian residency visa, OR
  • hold a Temporary Protection visa, OR
  • hold a Temporary visa subclass 309 or 820, OR
  • hold a Business Skills (Provisional) visa subclass 457, OR
  • hold a Skilled Independent Regional (SIR) visa subclass 495.

Evidence of this must be supplied in the form of a copy of your Australian or New Zealand birth certificate or passport or visa or citizenship certificate or a copy of your temporary visa detailing the type/ subclass.

Students must meet the following Queensland Residential Criteria:

  • be a permanent resident of Queensland, OR
  • be permanently employed in Queensland.

Evidence of this must be supplied in the form of a Queensland Drivers’ Licence or telephone account or bank statement or statement from a real estate agent or any other formal documentation stating your full name and current residential address.  

 

Definitions

  • Student Contribution Fee means a financial contribution paid to the employer/Group Training Organisations towards the cost of the apprentice/trainees tuition (applicable when training or an apprenticeship/traineeship is funded under the User Choice Policy 2010-2014–Article 2.5.1)
  • The Student Contribution Fee is calculated at $1.50 per nominal hour for each Unit of Competency/Module delivered to the student on or after 1 January 2011.


Reimbursement Amount

  • A maximum of $2000 may be claimed for the duration of the apprenticeship/traineeship per student. When the maximum limit is reached there will be no further Student Contribution Fee reimbursements available.
  • Reimbursement is strictly based on the cost of the Student Contribution Fee and not for any associated costs, such as meals, travel, accommodation or administration fees.
How To Apply
  1. If your apprentice has paid for the fees and you have reimbursed them please download and fill in the declaration form here
  2. Photocopy the Statement of Attainment/Certificate of Completion (for each apprentice on the claim)
  3. Prepare a Tax Invoice (with bank details indicated)
  4. Obtain a Proof of Payment of Tuition Fees (RTO receipt)
  5. Supporting documentation for tax invoice (breakdown of cost per module)
  6. Submit all documentation to CSQ via scan and email to reimbursement@csq.org.au, post to PO Box 3294, South Brisbane, QLD 4101 (attention to the Funds Team) or fax on 07 3846 5067.

Subject to meeting the eligibility criteria, funding will be based upon the cost of the actual training delivery (and not for any associated costs such as meals, travel, accommodation or staff wages).
